The Truck Graph risk watchlist monitors 63,000 out-of-service orders issued by the Federal Motor Carrier Safety Administration (FMCSA). An out-of-service order is the most severe enforcement action available to the FMCSA — it legally prohibits a carrier from operating any commercial motor vehicle in interstate commerce until the order is rescinded.

OOS orders are issued for critical safety failures including: unsatisfactory safety ratings, failure to maintain minimum insurance levels, failure to complete new entrant audits, and imminent hazard determinations. A carrier operating under an active OOS order is committing a federal violation and any freight tendered to such a carrier is uninsured and unprotected.
